Everybody loves the iconic flapper dress because it is elegant yet fun, and it makes a great Halloween costume too. This dress is easy to make and the materials are inexpensive.
Measure from your child’s underarm to their knee. Add two inches for the elastic casing and the hem. Cut a rectangle of fabric 44” (width of fabric) by that measurement. Turn the top edge of fabric down 1-1/2” and press with a hot iron. This will later become your casing. Add the fringe in rows onto front of dress. Stitch on the fringe with a sewing machine or use permanent fabric glue to keep it in place.
Cut four 18” pieces of ribbon for the ties at the top of the dress. Refold over the 1-1/2” casing that you previously ironed down. This will form the casing for the elastic. Measure 5" from each side and pin all four ribbons into place, one on each side so they can be tied on top of the shoulder.
Stitch down 1/4” from the top and 1/4” from the bottom of the casing. This will hold the ribbons in place and create a space for the elastic to fit through. Leave a 2” opening at the end to push the elastic through. Measure the circumference of the child’s chest. Take two inches off this measurement to ensure a good fit and cut the elastic to that size. Attach a large safety pin to one end of the elastic and thread it through the casing.
When the elastic has made it all the way around, stitch the two ends together.
