Make the Candy
Cut each of the pieces of paper in half lengthwise. Fold each of these strips in half lengthwise. Starting at one short end roll the paper up into a tube. Place a small piece of transparent tape the the end to hold the roll in place. Repeat for the other 23 strips.
Step 2

Wrap Candy
Place a roll on the edge of one of the cellophane sheets in the center. Roll the cellophane and the paper roll together to the opposite edge. Twist the ends tightly to finish the candy. Repeat for the other paper rolls.

Attach Candy to Shirt
Place a t-shirt on a flat surface. Insert parchment paper between the front and back layers of the t-shirt. Arrange the candy randomly on the bottom half of the t-shirt to fill the space. Attach each piece of candy to the t-shirt using a hot-glue gun, making a line as long as the piece of candy. When the glue has cooled, remove the parchment paper.
Step 4

Finishing Touches
Add chunky gold costume jewelry, thick framed glasses, and a hat of your choice. A microphone makes a good addition.
