The panel is made up of two long pieces (stiles) with two shorter pieces (rails) between them (Image 1). The pieces are cut so that the ends fit together. The inside edges have a profile that holds the glass within the frame. The glass drops into a rabbet in the back and is held in place by filler strips. The filler strips are cut by the bit set at the same time as the rails and stiles.
Set up the first bit on the router, then cut the rails and stiles (Image 2).
Use the second bit to cut the ends of the rails so they will match the stiles.
Cut filler strips off the rails and stiles with a table saw, then put the rails and stiles together to form the panel.
