Use a metal grinder to smooth the surface. (Be sure to wear eye protection because a grinder sends shards flying all over.)
Next, patch the railing with a two-part bonding agent. Use 24-gauge wire to hold the railing together while the patch dries.
Apply a textured spray paint to camouflage some of the rough areas. The finished railing greatly enhances the look of the house.
