Prepare the foundation by first laying down a sheathing or base for the tiles. A 1/2-inch plywood would work. Apply hurricane strips, making sure to attach each strap to a truss or rafter inside.
Use a hammer stapler to lay down the tar paper, making sure each sheet overlaps every six inches. Next, run a starter course of shingles along the edge of the roof. Starting at the bottom and working your way up, alternately nail down a full sheet, then a half sheet. Make sure to leave space for a drip edge before nailing down the edges.
