There are devices specifically designed to score wallpaper prior to removal. They go by various trade names like "paper tiger" or "wallverine." Roll the device over the wallpaper to make small holes in the paper. This will allow the solvent you'll use to penetrate beneath the paper. Use caution when using the device not to press too hard and damage the wall behind the paper.
Solvents are used to dissolve the adhesive that holds the paper on the wall. You can make your own by mixing vinegar with warm water. Some commercially prepared solvents can cause skin irritation, so wear rubber gloves when using them. Apply the solvent to the wall, and allow it to soak in. Use a scraper to peel the paper loose. Use caution to avoid gouging the wall as you scrape the paper loose.
