Bob learns that by utilizing chapter 40B and designating a certain percentage of the homes in his development to be sold by lottery to first-time homebuyers earning less than eighty percent of the median local income, he is permitted to build more market-rate homes on smaller lots. This is a win-win-win situation: the crew keeps busy, the community keeps its workers in town, and the buyers of the market-rate homes get a break as the smaller lots bring prices down somewhat. The homes are required to be equal in quality, design, and construction regardless of sale price, dispelling the stigma that affordable housing projects have had in past decades.
