Materials:

Cut strips of fleece 1-1/2" wide by the circumference of the tote plus a few inches extra. It is important to figure out the proper direction to cut the fleece; it will unravel if it is cut in the wrong direction. You want the weak direction to be the one that receives the glue and the strong direction to be the loose fringe.
Cut a strip 1-3/4" x 8" and one in another color 1-1/4" x 8" for the closure.
Cut the fringe by making small evenly spaced snips in the fleece (figure A). Make sure the strips are not too thin or thick; and be sure you don't cut all the way to the top.
Place a bead of glue all the way around the top of the tote bag. Glue the bottom strip of fringe on first, then the middle strip and then add the top strip last along the top edge of the tote. You need about a quarter of an inch of fringe showing on the second and third layers (figure B).
Tuck the handles inside the bag to get them out of the way and cut the fringe into the two strips on the closure 4 inches up on one short side.
Glue these onto the closure tab (figure C) and glue a pompom on for a final touch.
