Tape the end of the tulle spool to one of the short ends of the cardboard. Transfer the fabric off the spool and wrap it around the cardboard. When you're done wrapping, place a rubber band over each end of the cardboard to hold the tulle down on the cardboard. Cut through the tulle at each end of the cardboard so you’ll have uniform-sized strips. Keep doing this this until you have about 80 strips.
